With the frequent requests for more shipping friendly pasalubong from Bicol and with the processing need to sustain the livelihood of loyal and skilled workers in the province especially those misplaced when the handicraft export industry withered, Pares King, a famous local restaurant in Albay showcased Bicolano favorites in glass bottles namely, Bicol Express Pork and Laing in 2011 as a part of its restaurant merchandise.

There was no intention of producing in volumes however, triers expressed significant liking for the bottled offerings, driving Pares King to house the manufacturing of the bottled products under HML Foods Corporation. In 2013, operations were expanded and new variants, Bicol Express Tinapa, Laing Spicy and Bicol Chili Paste were developed.

Encouraged by the consistent increasing demand, in the next year, HML sought aid from the Department of Science and Technology to further enhance product quality and product capacity.

At the same time, realizing HML's identity of being able to produce tasty Bicol products that savour homemade goodness and real spicy Bicol original food in every bite, it officially introduced it's merchandise under pioneer brand- Bicol's Best.
